Uttarakhand Multipurpose Finance and Development Corporation schemes :
The main objective of the formation of the corporation is to get loans from national corporations at affordable rates for the economic upliftment of families living below the poverty line of Scheduled Castes, Tribes, Backward Castes, Minorities, Scavengers, Scavengers and Disabled, themselves. To provide share capital loan from the share capital of and to provide loan facility for self employment through banks. In addition, for the Scheduled Castes and Scheduled Tribes, special central assistance from the Government of India and special component plan and Trial sub-plan, the funds received under the scheme for self-employment and training for skill enhancement will be conducted.
Self Employment Scheme for Scheduled Castes and Tribes :
Loans to Scheduled Caste families living below the poverty line, for agriculture, service, business, transport, up to a project cost ranging from Rs20000- Rs 07 lakh are sanctioned through various banks. Under the scheme, a government grant of 50 percent or a maximum of Rs.10,000 and a margin of 25 percent of the cost of the scheme. The loan is provided by the corporation to the beneficiary through banks at 4 percent annual interest rate.
Urban area shop construction scheme :
In urban areas, semi-urban areas, commercial places if own private land of targeted SC beneficiaries living below the poverty line is available, then the corporation will make funds for special purpose assistance from the shop construction scheme. Under this, an amount of Rs. 78000 - is provided for plain areas and Rs. 85000 for hilly areas in which Rs. 10,000 as government grant and the rest is in the form of interest-free loan, which is recovered in 120 equal monthly installments. The size of the shop will be 10X8 and there will be a 4 fit verandah with it.
Livelihood Opportunity Promotion Scheme (Scheduled Castes and Tribes) :
The livelihood opportunity promotion scheme for Scheduled Castes and Scheduled Tribes has been implemented by the State Government from the financial year 2004.05. The social welfare department has launched this scheme to develop individual and collective employment opportunities for scheduled castes and tribes. Uttarakhand Multipurpose Finance and Development Corporation is a central and state government undertaking. At the district level, the District Social Welfare Officer is the District Manager of the Corporation, while at the Headquarters level, the activities of the Corporation are executed by the Managing Director in collaboration with one General Manager and two Deputy General Managers.
Shilpi Village (Scheduled Castes and Tribes) :
Traditional hand craft has been the main means of the Scheduled Caste, Tribe community residing in Uttarakhand. The Scheduled Caste population is 17.50 percent of the population of Uttarakhand and 3 percent the Tribal population. Hand craft has been traditionally developed in these communities and hand craftsmanship has been passed on from generation to generation. Modern market, With the dissemination of economy and education, participation in state services and lack of necessary infrastructure facilities has led to deprivation in families engaged in handicrafts and the quality of materials produced. An ambitious scheme of the Shilpi village has been started by the Uttarakhand government to revive and encourage the traditional crafts vanishing in the budding state of Uttarakhand. On one hand, the traditional skills will be saved from ending, while the craftsmen employed in those crafts will be able to strengthen their economic status on the basis of their skills. It is noteworthy that mainly scheduled castes and tribes families are involved in handicrafts.
Under Shilpi Gram Yojana, survey of craft villages, identification of artisans, training of semi-skilled and unskilled artisans from skilled artisans and infrastructure development, marketing, etc. have been included in the artisan villages.
Scheme for release and rehabilitation of sanitizers and their dependents :
The scheme of release and rehabilitation of sanitizers and their dependents was launched by the Government of India on 22 March 1992. Which has been operated since 2007 as a self-employment scheme for rehabilitation of manual scavengers. Under this scheme, the cleaners who are engaged in inhuman and disgusting ancestral business like scavenging on the head for their livelihood, Honorable alternative employment is provided by freeing it from this hateful story. After the formation of the newly formed Uttarakhand state, such cleaners were also identified in Uttarakhand state which are still victims of this evil practice. The number of such cleaners was identified in 1972 in Uttarakhand, against which training has been made available to 1850 Swachchhaksars and 929 Swachhars were rehabilitated and provided alternative employment. Remaining 1043 cleaners were found that could not be rehabilitated due to various reasons not falling in the eligibility category.
