Context:

• In a significant move to bolster disaster preparedness and response capabilities, the Himachal Pradesh government is set to promote Amateur Radio (HAM) as a vital tool for alternative communication during emergencies.

Key Points:

• This initiative is particularly crucial in regions where traditional communication infrastructure, such as phone lines and internet services, is often compromised during disasters, especially in the monsoon and winter seasons. Areas like Lahaul-Spiti, Chamba, and Kinnaur, which are prone to communication failures, will benefit immensely from this initiative.

Objectives of the HAM Radio initiative

The primary objectives of promoting HAM radio in Himachal Pradesh include:

1. Establishing a resilient communication network: The initiative aims to create a robust communication network that can function independently of conventional systems, ensuring that vital information can be transmitted even when traditional means fail.
2. Creating local volunteer networks: The state government plans to establish at least one HAM Radio volunteer in each sub-division. These volunteers will serve as critical links in the communication chain during emergencies, connecting with emergency operation centers (EOCs) at both state and district levels.
3. Financial support for volunteers: To encourage participation, the government will cover 80% of the cost of HAM equipment for registered volunteers, who will be responsible for the remaining 20%. This financial assistance aims to lower the barrier to entry for potential volunteers.
4. Training and licensing: Registered volunteers will be granted licenses to operate HAM radios in accordance with established norms. The government will also support the establishment of new HAM Radio Clubs in educational institutions and strengthen existing clubs, providing necessary training to volunteers.

Chief Minister of Himachal Pradesh in this regard,  has emphasized the critical role of amateur radio in emergency communications, describing it as a lifeline when conventional communication methods fail. The advantages of HAM radio in disaster scenarios include:

• Long-distance communication: HAM radio can cover extensive distances, enabling emergency responders to coordinate effectively during crises. This capability is essential for managing large-scale emergencies where rapid communication is necessary.
   
• Transmission of vital information: HAM radio facilitates the transmission of crucial information between various stakeholders, including emergency managers and affected populations. This ensures that timely and accurate information reaches those who need it most during a disaster.
