The Amarinder Singh-led Congress government in the state has abolished the Punjab Governance Reforms Commission (PGRC) constituted by the previous SAD-BJP regime in January 2009 and re-constituted in 2012. The government has, instead, brought in Punjab Governance Reforms and Ethics Commission (PGERC), which has a wider role and a five-year tenure. The new commission will be headed by a serving or retired officer of the rank of Punjab chief secretary or secretary in the Union government. It will focus on citizen-centric governance reforms and promote ethics in governance. The notification to abolish the previous commission and constitute the new one was issued by the state government on November 17, 2017.The previous commission was headed by political analyst and researcher Pramod Kumar, director, Chandigarh-based Institute for Development and Communication (IDC). The Congress government, which came to power in March, decided to appoint former Punjab chief secretary and 1972-batch retired IAS officer K R Lakhanpal as chief of the new commission.
