Family ID made mandatory for orphans & adults without relatives in state

Why in news:

  • In a first, the state government of Haryana has decided to make family IDs, referred to as Parivar Pehchan Patra (PPP), even for those who don’t have families.

Key Points:

  • The category mainly includes orphaned or abandoned children and persons who are the only members of their family.
  • In order to enroll with the as Parivar Pehchan Patra portal, orphan kids have to be associated with an orphanage or be based out of Baal Seva Ashrams. For people who are the head of their own family, which constitutes only them, they should have a house — rented or bought —in their name and should also have an electricity connection in their name.
  • In this regard, the Human Resource Information Department (HRID) has added an option on the portal of Parivar Pehchan Patra Haryana, where the orphan kids would be issued a family ID with their name, Aadhar card and a phone number. In the head of the family column, the caretaker of the orphanage or the shelter home can be named and the phone number added can be theirs as well, said a senior official from the department.
  • According to the concerned officials, Baal Seva Ashrams in the state house abandoned children below 18 years of age. These children are usually rescued by the State Crime Branch through CWC. Kids who are victims of any crime also fall in this category. They don’t have any families but are eligible to receive benefits of the schemes since they too are the citizens of the state. Hence, the government decided to enroll them with the as Parivar Pehchan Patra.
  • The department will conduct a physical verification for such cases. A team will be sent to verify the living status of both orphan kids and those who claim to be living alone, with a separate electricity meter.
