Apart from the above fact,on 23rd April 1966, acting on the recommendation of the Hukam Singh Committee, the ndian government set up the Shah Commission under the Chairmanship of Justice J.C.Shah, to divide and set up the boundaries of Punjab and Haryana.
NOTE:-Dhar Commission:-There was a demand from different region,mainly South India,for reorganisation of states on linguistic basis.Consequently,in June 1948,the G.O.I appointed the Linguistic Provinces Commission under the chairmanship of S.K.Dhar to study the feasibility of organising states on Linguistic basis.However,the commission,later on,rejected the linguistic basis of reorganisation of states and recommended the reorganisation of states on the basis of Geographical contiguity,Financial self-reliance,Administrative viatility and Potential for development.
Fazl Commission:-This commission submitted its report on Sept.1955 and acknowledged 4 major factors to be taken into account in any scheme of reorganisation of states:
1.Linguistic and Cultural homogenity
2.Preservation and strengthening of the unity and security of the nation.
3.Financial,Economic and Administrative considerations.
4.Planning and promotion of the welfare of the people in each state as well as of the Nation as a whole.
It suggested the reorganisation of 27 states of various categories into 16 states and 3 UTs.This recommendation was accepted by the Indian govt. with minor modifications .As a result,the State Reorganisation Act of 1956 came into force, which ultimately led to the formation of 14 states and 6 UTs on 1st Nov.1956.
