The agitators say that a separate Jharkhand state was created with the objective that tribes and natives would get priority in government jobs, resources and facilities. But, even after almost two decades of the formation of Jharkhand, this is not happening, because in its resources and jobs, the dominance of people settled in Jharkhand from other states has been established. It is on this basis that there is a demand that Jharkhand's 'Local Person' (Domicile) should be considered only those people who have proof that the names of their ancestors are included in the land survey papers (Khatian) in 1932.
