Context:

• Rajasthan government has provided benefits to 4.02 lakh unemployed youths under Mukhyamantri Yuva Sambal Yojna from February 2019 to January 2022.
• In a written reply to the question during the Question Hour in the House, Minister of State for Skill Development, Employment and Entrepreneurship informed that as on February 1, 2022, a total of 16.54 lakh unemployed were registered in the state.
• Out of these, a total of 13.64 lakh are registered graduate and post graduate unemployed candidates.
• Out of the registered unemployed, 6.11 lakh unemployed youth applied for unemployment allowance under Mukhyamantri Yuva Sambal Yojna. Out of which a total of 4.02 lakh candidates have been benefitted till January 31, 2022.
• During the said perid, consent was obtained from 7,623 candidates for skill training and 31,525 for internship.
• According to the government estimates, a total of Rs 1346.34 crore was spent in the scheme from March 2019 to January 31, 2022 and Rs 503.81 crore was spent in the financial year 2019-20.
• Under the Mukhyamantri Yuva Sambal Yojna scheme, maximum 2 lakh registered graduates and eligible candidates would be benefitted by giving unemployment allowance in a year.
• According to the Minister of State for Skill Development, Employment and Entrepreneurship, the government proposes to give unemployment allowance to all the eligible unemployed youths. At present, in this scheme, the maximum number of beneficiaries in the entire state at a time is two lakh.
  
  
  
  
   

Mukhaymantri Yuva Sambal Yojana

• Mukhaymantri Yuva Sambal Yojana or Rajasthan Unemployment Allowance Scheme was first launched on 01st July, 2012.
• Under the scheme, unemployed graduates were granted unemployment allowance for 2 years.
• In July 2019, Rajasthan government issued detailed guidelines for the Mukhyamantri Yuva Sambal Yojana or Berojgari Bhatta Yojana under which, the unemployed graduates will be given an allowance of Rs 3,500 for girls and Rs 3,000 for boys per month.
• The maximum age limit is 30 years for general and 35 for reserved categories.
• Those who are continuing their studies after graduation are not eligible for the scheme, said the guideline issued by the labour and planning department.
• As per data published in Economic Review 2018-19, in 2018-19 a total of 28,034 candidates benefited through the scheme and amount of 5317.67 Lakh (INR) was disbursed.

Salient Features

• Under this scheme, the unemployed graduates will be given an allowance of:
• For Girls, Transgenders and specially abled – Rs 3,500 per month
• For Boys – Rs 4,000 per month.
• The repackaged scheme mandates four hour internship per day for five days a week at state government offices or enterprises for jobless beneficiaries to avail the benefits of the scheme.
  
   

Eligibility Criteria

• The maximum age limit is 30 years for general and 35 for reserved categories.
• The scheme is applicable only those members of the family whose family annual income is less than Rs 2 lakh.
• Maximum of two members of a family can avail the benefit of this scheme.
• Beneficiaries need to be bonafide residents of the state.
• Woman graduates from other states married to a bonafide resident of Rajasthan is also eligible.
• Beneficiaries should be graduates or its equivalent from any recognized college established in the State.
• Beneficiaries should have an online registration with the respective employment exchange at the time of filing application.
