Explanation:

Mamata Banerjee-led Trinamool Congress (TMC) government passed a resolution in state assembly on July 6, 2021 for creation of a legislative council in state under Article 169 of Constitution.Government was able to pass the resolution with 196 votes in favour and 69 against it. Legislative Assembly in Bengal has a strength of 294 members. However, only 265 were present during the voting.According to law, West Bengal can have a maximum of 94 members in legislative council, accounting for one-third of total assembly seats, after this resolution gets support of Lok Sabha and Rajya Sabha.
