Jammu Kashmir State has its own Constitution and its administration is run by the same. If any other state of India except Jammu Kashmir does not follow the rule of law then on the basis of report of the governor of the concerned state, the President rule (article 356) is imposed in that state. But if the same kind of situation arises in the in the Jammu Kashmir then the state is administered by the governor of the state or the governor rule is applied here instead of President rule.
In other states of India, when the government does not work as per the Constitution, then Presidential rule under the article 356 of Indian Constitution imposed, but when the state of Jammu & Kashmir is not governed as per the rule of law then as per the section 92 of the J & K constitution, the governor rule is imposed here.
