Scheduled Castes Sub Plan (SCSP) and Tribes Sub Plan (TSP) in Uttarakhand :
1. In the year 2004-05, the work was transferred from Planning Department to Social Welfare Department. The Department of Social Welfare was nominated as the nodal department.
2. Under this, a cell (Bamus) has been formed under the Principal Secretary / Secretary, Social Welfare, which coordinates and supervises the Scheduled Castes Sub Plan and Tribes Sub Plan in coordination with various departments of the state. SCSP by the Social Welfare Department And also T.S.P. Instructions were issued for inclusion of such objective programs under these schemes, so that the people of these target groups can get maximum benefit.
3. The outlay for Scheduled Castes Sub Plan and Tribes Sub Plan is determined by the State Government in proportion to the population of Scheduled Castes and Tribes in the State Plan Outlay.
4. The department has published a list of scheduled caste and scheduled tribe dominated villages, ie villages with 40 percent or more scheduled caste and scheduled tribe population and distributed to various departments.
5. According to the population of the year 2011, 2545 scheduled caste dominant villages and 509 scheduled tribe majority villages have been identified.
6. The Uttarakhand State Scheduled Castes Sub Plan and Tribes Sub Plan (Planning, Allocation and Utilization) Act, 2013 has been promulgated by the State Government, taking immediate action for the effective implementation of the Scheduled Castes Sub Plan and Tribes Sub Plan and related matters.
7. A state level committee has been formed under the chairmanship of the departmental minister at the state level to monitor the Scheduled Castes Sub Plan and Tribes Sub Plan.
8. Separate grant number-30 for Scheduled Castes Sub Plan (SC) and Grant Number-31 for Tribal Sub Plan (Z) has been kept in the State's budget, under which Scheduled Castes Sub Plan (Batch) and Tribes of various departments Funds are provisioned for the programs to be conducted under the sub-scheme (Zach), which can be used only on the welfare of these classes and this grant. The amount provisioned under the knowledge cannot be distorted (Kapamatj).
9. As per the guidelines of the Government of India, special attention is being paid to the Minimum Necessity Programs and Infrastructure Development Programs in the Scheduled Castes and Scheduled Tribes Majority Areas.
10. Special efforts are being made under the Scheduled Castes Sub Plan and Tribes Sub Plan in the state for saturation with drinking water, connectivity, electrification, education, health and nutrition.
