A number of questions arise in the context of the audit of PPP projects. The Comptroller and Auditor General of India (CAG) has already taken up the audit of a few PPP projects implemented by the National Highway Authority of India (NHAI) as also a few projects undertaken by State Governments. These audits were mainly based on the guidelines issued by the International Organization of Supreme Audit Institutions (INTOSAI), among others. Since then, the need to develop a set of guidelines specifically adapted to Indian conditions has been keenly felt. Framed in the above context these guidelines are aimed at providing the required guidance in the audit of PPP projects especially in the infrastructure sector, to the public sector auditor.
