Union Minister for Home and Cooperation Amit Shah launched the National Cooperative Policy 2025 on July 24, 2025, in New Delhi.
The new policy outlines a 20-year roadmap to strengthen India’s cooperative sector and is anchored on six strategic pillars aimed at inclusivity, modernization, and expansion into emerging areas.
Key Points
The policy replaces the earlier 2002 framework and aims to provide a structured vision till 2045 under the theme “Sahkar Se Samriddhi” (Prosperity through Cooperation).
It focuses on six major pillars including strengthening the cooperative base, increasing outreach, enhancing inclusivity, preparing for future challenges, promoting new sectors, and youth engagement.
The policy promotes the entry of cooperatives into emerging sectors like tourism, transport services (including taxis), insurance, real estate, and green energy.
It proposes the creation of 2 lakh new Primary Agricultural Credit Societies (PACS) by 2026 and establishment of at least one cooperative in every village by 2047.
The government aims to triple the sector’s contribution to GDP by 2034 and plans to periodically review and amend cooperative laws every 10 years to stay relevant with the changing socio-economic landscape.
