Section 80 of thd Code, declares that no sui shall be instituted against th government . or against public Officer in respect of an act done by such public office, in his official capacity, unti the expiration of two' month. next after notice in writing ha. been delivered to or left at th office, of Secretary in case oi central government, genera, Manager in case of Railway Chief Secretary in case 0.1 Govt. of Jammu &Kashmi.z and Secretary in case of other States. This is a mandatory provision.
