The Constitution of India is:-
Highly federal
Neither federal nor unitary
Highly unitary
Partly federal and partly unitary
India is an indestructible union of destructible states. During normal times, Indian constitution provides for a federal system but during emergency it acquires a unitary character. Thus Indian constitution can be both federal and Unitary according to the requirement of time and circumstances. During emergency union parliament is empowered to legislate even on the subject given in State List. Again union is empowered to give directions to states as to' the manner in which state should exercise its executive power. During emergency, financial arrangement between the union and the state can also be altered. During normal times, the parliament can exercise power to legislate on state matters only if;
(i)a subject in the state list becomes a matter of national importance
(ii)it becomes necessary to give effect to international agreement
(iii)states request the parliament.
