Here the two digits of the numbers are added and the number with the highest sum is placed first.
For eg. 5+9 = 14 , 6+6 = 12 , therefore , 59 gets placed before 66.In case of equal sums ,
the one with smaller tens digit is placed first . 55 = 5+5 = 10 ; 7+8 = 15 Since 15 is higher than 14 i.e. (5+ 9) for 59 ; it would be placed first and 55 would be placed before 09 i.e. fourth position.
