The BJP leader, a descendant of the Bose family, sent the proposal to Union Railway Minister Ashwini Vaishnaw in August but has yet to receive a response.
PM Modi is in charge of the committee managing Netaji's 125th birth anniversary celebrations.
This was also done in the case of Gandhiji's 150th birth anniversary also where there was a train where certain compartments were converted into a railway museum.
