Punjab Education Department has introduced a new ‘Cluster System’ as part of their policy to overcome the challenge of shortage of teachers’ in rural areas. According to a media report, the Education Department of Punjab Government’s new ‘Cluster System’ allows school principals to rationalize the teaching staff as per the requirement fo the schools. The system will be applied to respective cluster and teachers can be realloted for teaching duties within it. The decision was announced by Secretary School Education, Krishan Kumar on Wednesday – 12th September 2019. Principals of Government Schools in Punjab will be deemed as cluster incharge and will be responsible to ensure adequate availability of the teaching staff in the schools. The Education Department has already issued order with regards to the implementation of new Cluster System to all heads of schools in the state. The decision to implement the new ‘Cluster System’ for Government Schools in the wake of acute shortage of teachers in rural areas. As per reports, a few schools in rural areas have only 1 or 2 teachers, while schools in other areas have surplus staff. To balance this disparity, Education Department has decided to implement the Cluster Scheme under which school principals will be able to balance and rationalize the students-teacher ratio.
