The Union government granted the institute of eminence (IoE) status to 14 more higher educational institutions taking the list to 20. The Institutes of Eminence shall invite professors and foreign faculties in order to deepen interface between the institutes in the country and other recognized institutes The Institute of Eminence are to be given open access to research journals. It should be ensured that this conditional recognition is fulfilled transparently, and that it meets the requirements on governance structure, infrastructure and faculty within three years. The need for urgent reform became clear during the selection process: the empowered committee found that State universities had a low output because some of them had several faculty members recruited on contract basis, with no incentive to do research. Empowered Expert Committee (EEC) appointed by Government under the Chairmanship of Shri N Gopalaswami recommending 15 Public institutions and 15 Private institutions for considering to give status of Institutions of Eminence. Since the scheme has only provided for 10 Public and 10 Private Institutions, the UGC has examined the list of 15 Public and 15 Private Institutions using transparent and verifiable criteria.

Government has constituted Empowered Expert Committee (EEC) to select 20 Institutions of Eminence from among 104 institutions (public or private) that have applied for the status.The committee will be headed by former Chief Election Commissioner (CEC) N Gopalaswami.N. Gopalaswami served as 15th Chief Election Commissioner of India (CEC) who has been awarded the Padma Bhushan in 2015. He is a 1966 batch Indian Administrative Services officer belonging to Gujarat cadre. He took over the charge of CEC on 30 June 2006 and retired in April 2009.
