A consent decree contains a provision that the decretal amount shall be paid in yearly installments and that in case of default of any one installment the whole amount shall be immediately payable with interest at two per cent mensem from the date of the decree. The judgment-debtor fell into arrears and objected to the provision as to interest as a penalty.
