I had applied for allotment for a plot and paid Rs.100 as registration fees. At the time of draw my name was not included. I lodged a complaint before the Consumer Forum, wherein the Housing Board argued that I was not a “Consumer” since no allotment had taken place. What is the correct position in law?      (5 marks)
