Laws are meant to govern the society in a more cohesive manner which ultimately brings “Greatest good for Greatest number”. Codification of every problem is not possible as with time evolves situations, stratification and society. Letter of the law holds immense value but the spirit of law cannot be ignored. To stick tirelessly to the rules can be detrimental to the very goal that is meant to be achieved by the policies. Ex: Disaster ridden Odisha due to cyclone Fani was provided immediate disbursement of funds without waiting for the letter of law. This itself marked the pro-activeness of the public servant. A civil servant must be politically responsive, pro-active and committed rather than neutral. What India needs today is a realist with idealist dream, Human engineers rather than technocratic foreman, re-enfranchises rather than disenfranchises political freedom. Thus, values and conscience of a public servant should guide him/her to exactly know the extent to which his/her actions are in public interest and welfare.
