The Council of Ministers is responsible to the Lok Sabha and not to the Rajya Sabha. It is explicitly stated in Article 75(3). As a result of it, Rajya Sabha also has no power to pass a no-confidence motion against Council of Ministers. Elected members are required to provide details of their asset and liabilities, only nominated members are exempted from it.
A nominated member has also been exempted from filing his assets and liabilities under Section 75A of the Representation of the Peoples Act, 1951 which requires the elected member to do so within 90 days of his making or subscribing oath/affirmation.
