Though people vote for their leaders during election, but these elections are to be held at fixed intervals. Then only it qualifies to be called as democracy. In a democracy, government derives authority only from people. People give the mandate. People are the ultimate rulers. So government has to be answerable to people in a democracy. There is Universal Adult Franchise i.e. voting rights for every adult irrespective of his religion, caste, gender, etc gives a wide meaning to the democracy, without which a country is not fully democratic nowadays.
