The treaty was initially signed by the United States of America, the United Kingdom and the Soviet Union on January 27, 1967 and it came into effect from October 10, 1967.
It states that the exploration and use of outer space shall be carried out for the benefit and in the interests of all countries, and shall be the province of all mankind. When the treaty was signed, the Cold War was in full swing. Both the US and USSR wanted to prevent the expansion of the nuclear arms race into a completely new territory.
India signed the treaty in March 1967; however, it took another 15 years for the Indian Parliament to ratify it in 1982.
