The most commendable measure which Bentinck undertook and which contributed to the material welfare of the people was the suppression of the ?thugs‘. They were hereditary robbers. They increased in number in central and northern India during the 18th century when anarchy reigned after the disintegration of the Mughal Empire. A campaign was systematically organized by Colonel Sleeman against the thugs during Viceroyship of William Bentinck.
Ilbert Bill controversy: Lord Ripon‘s Government had sought to abolish "judicial disqualification based on race distinctions? and to give the Indian members of the covenanted civil service the same powers and rights as those enjoyed by their European colleagues. But Europeans opposed this bill strongly. The press in England also joined the issue. Hence, Ripon amended the bill to satisfy the English in India and England.
August offer: During the course of the Second World War in order to secure the cooperation of the Indians, the British Government made an announcement on 8 August 1940, which came to be known as the ?August Offer‘. Lord Linlithgow announced the August Offer which envisaged that after the War a representative body consisting mainly Indians would be set up to frame the new Constitution.
