please explain why 1 is not an option ? As per supreme court ruling of 1969 , this must be the case.
Settlement of a boundary dispute between India and another country does not require a constitutional amendment. It can be done by executive action as it does not involve the cession of Indian territory to a foreign country as stated in the Berubari Union case, 1960. However, if a substantial transfer of territory is involved then an amendment under Article 368 is needed.
