Art. 370, 371 A-I allow for asymmetric arrangements between the states. The practice of granting special category status was entirely an executive decision taken by the erstwhile NDC on the recommendation of the Planning Commission. Terms of reference of the 14th Finance Commission did not require it to deal with categorisation of states into special or non-special category.The Constitution also does not provide for such categorisation.
