a) In 1880, there was a change of Government in England and the Liberal Party under William b) Gladstone came into power. He was known for his liberal ideas and was a believer in moral principles. c) He sent Lord Ripon, a close friend and follower, to “reform the structure of the Indian Government”. He repealed the Vernacular Press Act of 1878, commenced industrial legislation by passing the first Factories Act and took steps to promote local selfgovernment in big cities and towns. d) Lord Ripon is known to have granted the Indians first taste of freedom by introducing the Local Self Government in 1882.
