Consider the following statements in regard to constitutional amendment bill:
1) The constitutional amendment bill must be passed in each House by a majority of more than 50 per cent of the total strength, which includes even those members who are abstaining.
2) In case of joint sitting, for the purpose of deliberation and passage of constitutional amendment bill, the bill must be passed by a simple majority.
Which of the statements given above is/are correct?
1 only
2 only
Both
None
The constitutional amendment bill must be passed in each House by a special majority, that is, a majority (that is, more than 50 per cent) of the total membership of the House and a majority of two-thirds of the members of the House present and voting. In 1st statement, it is explaining about Absolute Majority (hence statement 1 is wrong). There is no provision of joint sitting, for the purpose of deliberation and passage of constitutional amendment bill (so statement 2 is also wrong).
