Nagpur Session of Indian National Congress 

The Indian National Congress attempted to strengthen the Non-Cooperation Movement at its Nagpur session in December 1920. It urged dealers to shun any immigrant business associations and urged government employees to assist with the nationwide event. The importance of using nonviolent means was emphasized once more. The party also underwent some necessary organizational changes. Nagpur Session - Background

• By December, when the Congress met for its annual session in Nagpur, the opposition had faded.
• The elections had concluded, and thus the boycott of councils was no longer an issue, and it was C.R.Das who introduced the main resolution on non-cooperation.
• The boycott of government-affiliated schools and colleges, law courts, and foreign cloth was part of the non-cooperation program, which could be expanded to include resignation from government service and mass civil disobedience, including non-payment of taxes.
• National schools and colleges were to be established, panchayats were to be established to settle disputes, hand spinning and weaving were to be encouraged, and people were to maintain Hindu-Muslim unity, give up untouchability, and practice strict nonviolence.
• Gandhiji promised that Swaraj would be implemented fully within a year if the program was fully implemented. As a result, the Nagpur session committed Congress to a program of extra-constitutional mass action.

Resolutions taken during the session 

• The following resolutions were adopted at the Nagpur Session:
  • The programme of non-cooperation was endorsed
  • An important change was made in the Congress: now, instead of having the attainment of self-government through constitutional means as its goal, the Congress decided to have the attainment of swaraj through peaceful and legitimate means, thus committing itself to an extraconstitutional mass struggle
  • Some important organisational changes were made:
    • a congress working committee (CWC) of 15 members was set up to lead the Congress from now onwards;
    • provincial congress committees on linguistic basis were organised;
    • ward committees was organised; and
    • entry fee was reduced to four annas
    • Gandhi declared that if the non-cooperation programme was implemented completely, swaraj would be ushered in within a year

  • Many groups of revolutionary terrorists, especially those from Bengal, also pledged support to the Congress programme
  • The adoption by the Congress of the non-cooperation movement initiated earlier by the Khilafat Committee gave it a new energy, and the years 1921 and 1922 saw an unprecedented popular upsurge
