Performance Management Division (PMD) in the Cabinet Secretariat is headed by a Secretary to Government of India, and is responsible for this activity through the mechanism called Results-Framework Documents (RFD). At the beginning of each financial year, each department prepares a RFD consisting of the priorities set out by the Minister concerned. At the end of the year, all Ministries/Departments are required to review and prepare a report listing their respective achievements against the agreed targets in the prescribed format.
