Under Article 329, Courts have no jurisdiction to examine the validity of a law relating to delimitation of constituencies or the allotment of seats made under Article 243K. An election to a Panchayat can be called in question only by an election petition which should be dealt in the manner prescribed by the state law on the matter. Article 243 I of the Indian Constitution prescribes that in every five years the Governor of a State shall appoint a Finance Commission to review the financial position of the panchayats and to make recommendations. The report of the State Finance Commission and the memorandum of action taken shall be laid before state legislature, not before the Parliament.
