To be empowered essentially means:
To be capable
Having freedom of choice
Having Political Authority
Absence of fear
Empowerment is the capacity of individuals, groups and/or communities to take control of their circumstances, exercise rights and achieve their own goals, and the process by which, individually and collectively, they are able to help themselves and others to maximize the quality of their lives.
Therefore Options 3 and 4 can be eliminated as one can be empowered even without Political Authority (if he/she has freedom of choice in terms of political rights);
Fear is a psychological phenomenon it can be a result of many factors — not necessarily because of disempowerment.
