As per Indian constitution, reasonable restrictions on the free movement can be imposed on grounds of national security, in interest of larger section of the society or to protect the rights of vulnerable sections of the society.
In this context, the concept of inner line permit is an official travel document issued by the Government of India to allow inward travel of an Indian citizen into a protected area for a limited period. It is obligatory for Indian citizens from outside those states to obtain a permit for entering into the protected state. The document is an effort by the government to regulate movement to certain areas located near the international border of India.
It has been extensively used in North-eastern states of India such as Arunachal Pradesh, Nagaland, Mizoram, Manipur and Sikkim where it is feared that illegal immigration and rising extremism would change the demographic profile of the states and eventually tilt political outcomes in favour of their community.
It is also used to restrict entry to tribal areas where any outside intervention would disturb the centuries old tribal culture and way of living.
The north-eastern states in India are affected by Maoists and insurgents who resort to kidnapping and extortion to raise funds for their armed rebellion. In context, it becomes imperative that government of the day protects the civilian population and key military and state institutions from such extremists forces by refusing entry of civilians in insurgency affected areas. For instance, in Nagaland and Manipur the conflict between Nagas and Kukis over territoriality has given rise to armed conflict and violence. This results in blocking of National Highway 58 which is the lifeline of state of Manipur. Thus, in order to safeguard this route, the administrative machinery uses ILP to control the movements in its vicinity.
In North-east India where border haats have been established to promote border trade wherein foreign traders from Bangladesh and Myanmar are allowed to travel 20kms inside Indian Territory, issuance of inner line permit helps the authorities to keep a check on their movements.This also helps to keep in check drug trafficking, gun running , narco trafficking, trade in contrabands and illegal trade in livestock.
