CITES (the Convention on International Trade in Endangered Species – of Wild Fauna and Flora) is an international legally binding agreement between governments. Adopted on 3 March 1973 and came into full force on 1 July 1975. Its goal is to ensure that international trade in specimens of wild animals and plants does not threaten their survival. Today, it provides varying degrees of protection to more than 35,000 species of animals and plants and their derivatives.A key contribution IUCN makes to CITES is producing, with TRAFFIC, the IUCN/TRAFFIC Analyses of the Proposals to Amend the CITES Appendices. This comprises producing an objective and science-based assessment of proposed amendments to the CITES Appendices, which are submitted to CITES by Parties to the Convention and typically considered at Conference of the Parties (CoP) meetings. Specifically, this process involves reviewing each proposal against the CITES biological and trade criteria which determine the placement of species on Appendix I, II or III for regulating wildlife trade.
