•Hilly and difficult terrain •Low population density or the presence of sizeable tribal population •Strategic location along international borders •Economic and infrastructural backwardness.
•Non-viable nature of State finances. NDC has accorded 11 states, out of 29 states, the status of "Special Category States" to target the fund flow for better balanced growth.They are: •Seven States of North-Eastern region (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura) •Sikkim •Jammu & Kashmir •Himachal Pradesh •Uttarakhand .
