He is yet to prove the majority on the floor of the lower house of State Legislature
He is member of the Upper House of Legislature
He Himself is a Candidate
He holds many other ministries in his hands
As per Indian Constitution only members of :
Loksabha
Rajyasabha ,that too elected not nominated
& members of directly elected body of state i.e vidhansabha(lower house of state) are elegible.
Thus any member of upper house of stae (if exist) will not be eligible to cast vote for presidential elections whether he is cm or minister or only a member.
