Which of the given statements about National Human Rights Commission (NHRC) is incorrect?
NHRC is a statutory body established under the Protection of Human Rights Act 1993 to ensure protection of Human Rights as per the National and international statutes.
The act does not extend to the state of Jammu & Kashmir.
The commission cannot enquire into the matter if the complaint is made one year after the incident.
The commission has the power to impose penalties.
The NHRC only has recommendatory powers and has no power of contempt to punish those not observing its recommendations. Also since the act does not extend to J and K and the NHRC has limited powers in case of cases against members of armed forces, the NHRC is being criticized as a weak institution. It was in news because former CJI HL Dattu called NHRC a toothless tiger.
