The governor of the state will send the report about breakdown of the constitutional machinery in the state and that forms the basis for the Union Cabinet's recommendation to the President for invoking Article 356 to impose President's rule. Centre can entrust its executive functions to a state without the consent of that state. But here it is the Parliament that is delegating and not the President. But, state cannot entrust executive functions on the Union government without Union government's consent. With the consent of the state government, the President can entrust that state government any of the executive function of the centre. Similarly, with the consent of the Central Government, governor of the state can entrust any of the executive function of a state to centre. This mutual delegation of administrative function is available to both centre and states; and can be either conditional or unconditional.
