Statement 1 is correct. The Cabinet Mission was sent to India in 1946 to negotiate with Indian leaders the terms of transfer of power to Indians.
Statement 2 is correct. It proposed a two tier federal plan which was expected to maintain national unity while conceding the largest measure of regional autonomy.
Statement 3 is incorrect. Though the congress and muslim league had differences in interpretations of the plan, both accepted the plan. However they could not agree on the plan for an interim government.
