Its aims were limited to the redressal of the immediate grievances of the peasants and the enforcement of the existing legal rights and norms. It was not aimed at uprooting the zamindari system. Hardly any zamindar or zamindar's agent was killed or seriously injured. The revolt was carried out mainly through legal means. The Government also promised to undertake legislation to protect the tenants from the worst aspects of zamindari oppression, a promise it fulfilled however imperfectly in 1885 when the Bengal Tenancy Act was passed.
