Responsible government in the provinces was sought to be introduced, without impairing the responsibility of governor for the administration of the province, by resorting to device known as ‘dyarchy’ or dual government. The subject of administration was to be divided into two categories-central and provincial. This act introduced bicameralism in India.It provided for the establishment of a statutory commission after 10 years ( which led to Simon commission in 1927).
