Non-compliance can lead to cancellation of the licence and penalties. It has not taken effect in all the states of the country. There is no requirement for a clinical establishment to have a grievance cell in place as a pre-requisite for obtaining registration under the Act i.e. no provision for the enforcement of the individual patient rights.
