The Constitution provides for Cultural and Educational rights under Article 29 and 30 enshrined in the Part III of the Constitution.
As per the Supreme Court’s rulings, the right to conserve distinct culture, language or script does not exclusively apply to minorities and hence any community whether minority or not has this right.
Also as per Supreme Court, the right to conserve includes the right to agitate for conservation of specific culture or language. Also, promises made for conservation of any language, script or culture during electioneering does not amount to corrupt practices.
But the right to establish and administer educational institutions under Article 30 specifically belongs to minorities only.
