As per the constitution, the Union government is empowered to settle border disputes with a simple executive action if settling such dispute does not require India to cede a portion of its territory. But if the border dispute settlement requires India to cede some of its territory, it cannot be done through Executive action and requires Parliamentary approval. For ex- the Land Boundary Agreement between India and Bangladesh required India to cede some of its territory. Hence it was approved by Parliament through 119th amendment to the constitution.
