Explanation:

IORA is an international organisation consisting of coastal states bordering the Indian Ocean. The IORA is a regional forum, tripartite in nature, bringing together representatives of Government, Business and Academia, for promoting co-operation and closer interaction among them on issues of trade, security, regional cooperation, Disaster etc.
China does not border Indian Ocean and hence is not a part of the IORA. (China is a dialogue partner)
IORA recently held its first leaders summit in Jakarta where Indian contingent was led by our Vice-President.
