The CARA ia autonomous bosy under Ministry of Women and child develoment. It functions as the nodal body for the adoption of Indian children and is mandated to monitor and regulate in-country adoptions. CARA is designated as the central authority to deal witj inter-country adoptions in accordance with the provisions of Hague Convention of inter-state adoptions, 1993 ratified by GOI in 2003.
