It was founded by Bhagat Singh in March 1926 with the support of his comrades Sukhdev, Bhagwati Charan Vohra, Yashpal and others in Lahore.Ram Krishna and Bhagat Singh were its first president and secretary respectively while Bhagwati Charan Vohra was its propaganda secretary. Its membership included Dhanvantri, Saffudin Kitchlew, Dr. Satyapal, Lal Chand Falak, Sodhi Pindi Das, Ashan Ilahi, Munshi Ahmed Din and Kedar Nath Sehgal.
    The Sabha had acted as a legal and open mass organization of the secret revolutionary group Hindustan Socialist Republican Association (HSRA) which was formulated in the later years.
     Only tested members from the Sabha were further taken into the Hindustan Republican Association later redesignated the Hindustan Socialist Republican Association (HSRA). The Sabha had two fold objectives social and political. The social objectives comprised the popularization of swadeshi goods, simple living, physical fitness, the inculcation of the sense of brotherhood and the stimulation of interest in Indian languages and civilization.The Sabha also had a definite political programme and these 'social objects of the Sabha' became a cloak for the dissemination of revolutionary ideas.19 The political programme of the Naujawan Bharat Sabha included the following:
    o    To establish a complete independent republic of the labourers and peasants of the whole of India; b) To infuse a spirit of patriotism into the hearts of the youth of the country in order to establish a united Indian nation;
    o    To express sympathy with and to assist the economic, industrial and social movements which, while being free from communal sentiment are intended to take us nearer to our ideal;
    o    To organise the labourers and peasants
