Third Plan (1961–1966) The Third Five-year Plan, known as "Gadgil Yojna", stressed upon agriculture and improvement in the production of wheat. Various factors like, the Sino-Indian War of 1962 (exposed weaknesses in the economy and shifted the focus towards the defence), Indo-Pak war of1965–1966, severe drought in 1965; made it diificult to achieve the desired growth rate of the third five year plan.
The war led to inflation and the priority was shifted to price stabilisation. This plan is called Gadgil Plan after the then deputy chairman of planning commision Dr. D R Gadgil.
