Holistic Reforms: So long as Public sector banks managements remain beholden to politicians and bureaucrats, their deficit in professionalism will remain and subsequently, prudential norms in lending will continue to suffer. Therefore, the debate regarding setting up a bad bank must be preceded by proper implementation of holistic reforms in the banking sector, as envisaged under the Indra Dhanush plan launched in 2015. Tailor Made Approach: It’s a challenge that requires a response on multiple fronts. A bad bank cannot be the sole response. The most efficient approach would be to design solutions tailor-made for different parts of India’s bad loan problem and use Bad Bank only as a last resort once all other methods fail.
Recommendations of Viral Acharya (former RBI Deputy Governor) It would be better to limit the objective of these asset management companies to the orderly resolution of stressed assets. Two models to solve the problem of stressed assets -
Presence of the government to speed up the clean-up process: The bad bank is funded by the government initially, with banks and other investors coinvesting in due course.
